252 ائتلاف وشبكة ومنظمة حقوقية تدين قرار حكومة الاحتلال والفصل العنصري

بشأن منظمات حقوق الإنسان والمجتمع المدني الفلسطينية الست

وتناشد المنظمات الدولية لحقوق الإنسان إدانته والعمل على إلغاءه وحماية المدافعين عن حقوق الإنسان

 

تعرب المنظمات الحقوقية الموقعة أدناه عن قلقها واستنكارها الشديد بتصنيف حكومة الاحتلال والفصل العنصري الإسرائيلية ، في 19 تشرين الأول (أكتوبر) 2021 ، لست منظمات حقوقية ومجتمع مدني فلسطينية كـ “منظمات إرهابية”، بموجب قانون مكافحة الإرهاب الإسرائيلي لعام  2016، وهي: مؤسسة الحق، مؤسسة الضمير لحقوق الإنسان، اتحاد لجان المرأة الفلسطينية، الحركة العالمية للدفاع عن الأطفال/فرع فلسطين، اتحاد لجان العمل الزراعي ومركز بيسان للأبحاث.

ويأتي هذا القرار الباطل في سياق مواصلة دولة الاحتلال والفصل العنصري الإعتداءات على حقوق الشعب الفلسطيني ولا سيما حقه في النضال، بكافة الأشكال، من أجل الحرية والعودة وتقرير المصير وبناء دولته الفلسطينية المستقلة المكفولة بالشرعة الدولية لحقوق الإنسان والقانون الدولي.

كما يهدف هذا القرار الباطل إلى نزع شرعية المنظمات غير الحكومية الفلسطينية وتشويه نضالها، بما في ذلك منظمات حقوق الإنسان والمنخرطين في أنشطتها، كمقدمة لقمعها واسكات صوتها الكاشف لانتهاكات دولة الاحتلال وهيمنة نظام الفصل العنصري الاستيطاني والتمييز العنصري على الشعب الفلسطيني، وردا على فضحها السياسات والممارسات الاستيطانية الإسرائيلية غير القانونية التي حرمت منذ عام 1948 الشعب الفلسطيني من ممارسة حقه غير القابل للتصرف في العودة وتقرير المصير، إضافة لإضعاف الأصوات المطالبة بالمساءلة ووضع حد للإفلات من العقاب لمرتكبي جرائم الحرب والجرائم ضد الإنسانية بحق الشعب الفلسطيني.

وتناشد المنظمات الموقعة أدناه كافة قوى الحرية والعدالة والمدافعين عن حقوق الإنسان والشعوب في العالم التضامن واتخاذ الإجراءات الملموسة لتذليل العقبات وتمكين منظمات المجتمع الحقوقي والمدني من رصد انتهاكات وجرائم الاحتلال المستمرة وتوفير الدعم للشعب الفلسطيني في نضاله البطولي والمتواصل، منذ أكثر من سبعة عقود، نحو تحرير فلسطين من نظام الفصل العنصري والاستعمار الاستيطاني الإسرائيلي.

وإذ تحيي المنظمات الموقعة أدناه نضالات الشعب الفلسطيني وصموده الأسطوري، فإنها تثمن جهود المنظمات الحقوقية ومنظمات المجتمع المدني الفلسطيني وبخاصة المنظمات المستهدفة بالقرار الباطل.

كما تناشد المنظمات الموقعة أدناه مفوض الأمم المتحدة السامي لحقوق الإنسان، ومجلس حقوق الإنسان في الأمم المتحدة، واللجنة الدولية للصليب الأحمر، وكل الهيئات الدولية المعنية بالدفاع عن حقوق الإنسان وخصوصا المرصد الدولي للدفاع عن المدافعين عن حقوق الإنسان التابع لمفوضية الأمم المتحدة لحقوق الإنسان، وكذلك المقرر الخاص المعني بحالة المدافعين عن حقوق الإنسان اتخاذ الإجراءات القانونية المناسبة وإدانة قرار حكومة الاحتلال والعمل على إلغائه وتوفير الحماية للمدافعين الفلسطينيين عن حقوق الإنسان وحقوق الشعب الفلسطيني.

Human Rights Organizations Condemn the Decision of the Occupation and Apartheid Government concerning the six Palestinian civil society and human rights organizations

And Calls upon International Human Rights Organizations to Condemn It, Work for Its Abolition, and Protect Human Rights Defenders

The undersigned human rights organizations express their concern and strong condemnation of the classification of the Israeli government of occupation and apartheid, on October 19, 2021, of six Palestinian human rights and civil society organizations as “terrorist organizations”, under the Israeli Anti-Terrorism Law of 2016, namely: Al-Haq, Addameer Foundation for Human Rights, Union of Palestinian Women’s Committees, Defense for Children International/Palestine Branch, Union of Agricultural Work Committees, and Bisan Research Center.

This illegitimate decision comes in the context of the continuation of the occupation and apartheid state’s attacks on the rights of the Palestinian people, especially their right to struggle, in all forms, for freedom, return, self-determination, and building their independent Palestinian state as guaranteed by the International Bill of Human Rights and International Law.

This illegitimate decision also aims to delegitimize Palestinian NGOs and distort their struggle, including human rights organizations and those involved in their activities, as a prelude to their suppression and to silence their voice that reveals the violations of the occupation and the dominance of the settler apartheid regime and racial discrimination over the Palestinian people, and in response to its exposure of settlement policies and practices, and the illegal Israeli measures that have deprived the Palestinian people, since 1948, of exercising their inalienable right of return and self-determination, in addition to weakening the voices calling for accountability and an end to impunity for the perpetrators of war crimes and crimes against humanity against the Palestinian people.

The undersigned organizations appeal to all the forces of freedom and justice and defenders of human rights and peoples in the world for solidarity and to take tangible measures to overcome obstacles and empower human rights and civil society organizations to monitor the ongoing violations and crimes of the occupation and provide support to the Palestinian people in their heroic and continuous struggle, for more than seven decades, towards the liberation of Palestine from the apartheid regime and Israeli settler colonialism.

The undersigned organizations salute the struggles of the Palestinian people and their legendary steadfastness; and they appreciate the efforts of human rights organizations and Palestinian civil society organizations, especially the organizations targeted by this illegitimate decision.

The undersigned organizations also call upon to the United Nations High Commissioner for Human Rights, the United Nations Human Rights Council, the International Committee of the Red Cross, and all international bodies concerned with the defense of human rights, in particular the International Observatory for the Defense of Human Rights Defenders of the Office of the United Nations High Commissioner for Human Rights, as well as the Rapporteur of the Special Committee on the Status of Human Rights Defenders to take appropriate legal measures, condemn the decision of the occupation government, work to cancel it, and provide protection for Palestinian human rights defenders and the rights of the Palestinian people.

Les organisations des Droits Humains

Condamnent la dernière décision du gouvernement d’occupation et d’Apartheid

concernant les six organisations palestiniennes de la société civile et de défense des Droits Humains

Elles appellent les organisations internationales des Droits Humains

à la condamner, à œuvrer pour son annulation et

à protéger les défenseurs des droits de l’homme.

Les organisations de défense des Droits Humains soussignées expriment leur préoccupation et leur ferme condamnation de la décision par le gouvernement israélien d’occupation et d’Apartheid, le 19 octobre 2021, de classifier six organisations palestiniennes de la société civile et de défense des Droits Humains comme ” organisations terroristes “, en vertu de la loi israélienne antiterroriste de 2016. Il s’agit de : Al-Haq, la Fondation Addameer pour les Droits Humains, l’Union des comités de femmes palestiniennes, Defense for Children International/Branche palestinienne, l’Union des comités de travail agricole, et Bisan Research Center.

Cette décision illégitime intervient dans le contexte de la poursuite des attaques de l’occupation et de l’État d’Apartheid contre les droits du peuple palestinien, en particulier son droit de lutter, quelles que soient les formes de sa lutte, pour la liberté, le droit au retour, l’autodétermination et la construction de son État palestinien indépendant, comme le garantissent la Charte internationale des droits de l’homme et le droit international.

Cette décision illégitime vise également à délégitimer les ONG palestiniennes et à dénaturer leur combat, notamment les organisations de défense des Droits Humains et les personnes impliquées dans leurs activités : c’est le prélude à leur suppression et elle vise à faire taire leurs voix qui révèlent les violations de l’occupation et la domination du régime colonial d’Apartheid et de discrimination raciale que subit le peuple palestinien. Cette décision est une réponse à leur dénonciation des politiques et des pratiques de colonisation, ainsi que des mesures israéliennes illégales qui ont privé le peuple palestinien, depuis 1948, de l’exercice de son droit inaliénable au retour et à l’autodétermination. Cette déciion vise, de plus, à affaiblir les voix qui appellent au rendu de comptes et à la fin de l’impunité pour les auteurs de crimes de guerre et de crimes contre l’humanité contre le peuple palestinien.

Les organisations soussignées appellent toutes les forces éprises de liberté et de justice, les défenseurs des Droits Humains et les peuples du monde à la solidarité, et à prendre des mesures tangibles pour surmonter les obstacles et permettre aux organisations palestiniennes de la société civile et de défense des Droits Humains de disposer des moyens de surveiller les violations et les crimes permanents de l’occupation et d’apporter leur soutien au peuple palestinien dans sa lutte héroïque et continue, depuis plus de sept décennies, pour la libération de la Palestine du régime d’Apartheid et du colonialisme des colons israéliens.

Les organisations soussignées saluent les luttes du peuple palestinien et sa résilience légendaire. Elles apprécient les efforts des organisations des organisations de la société civile palestinienne et de défense des Droits Humains, notamment les organisations visées par cette décision illégitime.

Les organisations soussignées appellent également le Haut-Commissaire des Nations Unies aux droits de l’Homme, le Conseil des droits de l’Homme des Nations Unies, le Comité international de la Croix-Rouge, et toutes les instances internationales concernées par la défense des Droits Humains, en particulier l’Observatoire international pour la défense des défenseurs des droits de l’Homme du Haut-Commissariat des Nations Unies aux droits de l’Homme, ainsi que le Rapporteur du Comité spécial sur le statut des défenseurs des droits de l’homme, afin qu’elle prennent les mesures juridiques appropriées, condamnent la décision du gouvernement d’occupation, œuvrent à son annulation et assurent la protection des défenseurs palestiniens des droits de l’homme et des droits du peuple palestinien.

Organizaciones de Derechos Humanos condenan la decisión del gobierno de ocupación y apartheid sobre las seis organizaciones palestinas de la sociedad civil y de derechos humanos

Y hace un llamado a las Organizaciones Internacionales de Derechos Humanos para que la condenen, trabajen por su abolición y protejan a los defensores de los Derechos Humanos

 

Las organizaciones de derechos humanos abajo firmantes expresan su preocupación y enérgica condena de la clasificación del gobierno israelí de ocupación y apartheid, el 19 de octubre de 2021, de seis organizaciones palestinas de derechos humanos y de la sociedad civil como “organizaciones terroristas”, en virtud de la Ley Antiterrorista israelí de 2016, a saber: Al-Haq, Fundación Addameer para los Derechos Humanos, Unión de Comités de Mujeres Palestinas, Defense for Children International/Palestine Branch, Union of Agricultural Work Committees y  Bisan Research Center.

Esta decisión ilegítima se produce en el contexto de la continuación de los ataques de la ocupación y el estado de apartheid contra los derechos del pueblo palestino, especialmente su derecho a luchar, en todas sus formas, por la libertad, el retorno, la autodeterminación y la construcción de su estado palestino independiente garantizado por la Carta Internacional de Derechos Humanos y la Carta Internacional de Derechos Humanos y la Declaración Internacional de Derechos Humanos.

Esta decisión ilegítima también tiene por objeto deslegitimar a las ONG palestinas y distorsionar su lucha, incluidas las organizaciones de derechos humanos y las que participan en sus actividades, como preludio de su represión y silenciar su voz  que  revela  las violaciones de la ocupación y el dominio del régimen de apartheid y la discriminación racial sobre el pueblo palestino, en respuesta a su exposición de políticas y prácticas establecidas, y a las medidas ilegales israelíes que han privado al pueblo palestino, desde 1948, de ejercer su derecho inalienable al retorno y a la libre determinación, además de debilitar las voces que piden la rendición de cuentas y el fin de la impunidad de los autores de crímenes de guerra y crímenes de lesa humanidad contra el pueblo palestino.

Las organizaciones abajo firmantes apelan a todas las fuerzas de la libertad y la justicia y a los defensores de los derechos humanos y los pueblos del mundo para que se solidaricen y tomen medidas tangibles para superar los obstáculos y empoderar a las organizaciones de derechos humanos y de la sociedad civil para que vigilen las violaciones y crímenes en curso de la ocupación y brinden apoyo al pueblo palestino en su lucha heroica y continua,  durante más de siete décadas, hacia la liberación de Palestina  del régimen del apartheid y el colonialismo de los colonos israelíes.

Las organizaciones abajo firmantes empatizan con las luchas del pueblo palestino y su legendaria firmeza; y aprecian los esfuerzos de las organizaciones de derechos humanos y de las organizaciones de la sociedad civil palestina, especialmente las organizaciones a las que se dirige esta decisión ilegítima.

Las organizaciones abajo firmantes también hacen un llamamiento  a la Alta Comisionada de las Naciones Unidas para los Derechos Humanos, al Consejo de Derechos Humanos de las Naciones Unidas, al Comité Internacional de la Cruz Roja y a todos los organismos internacionales interesados en la defensa de los derechos humanos, en particular al Observatorio Internacional para la Defensa de los Defensores de los Derechos Humanos de la Oficina del Alto Comisionado de las Naciones Unidas para los Derechos Humanos,  así como el Relator del Comité Especial sobre el Estatuto delos Defensores de los Derechos Humanos  para que adopte las  medidas jurídicas apropiadas, condene la decisión del gobierno de ocupación, trabaje para cancelarla y brinde protección a los defensores de los derechos humanos palestinos y a los derechos del pueblo palestino.
