مؤسسة الحق لحرية الرأي والتعبير وحقوق الإنسان (EFHR) هي مؤسسة حقوقية مصرية مستقلة، بدأت نشاطها عام 2008، واستكملت تسجيلها القانوني كمؤسسة أهلية عام 2012، وفقًا للتشريعات المصرية المنظمة للعمل الأهلي.

تعمل المؤسسة على حماية وتعزيز حقوق الإنسان وسيادة القانون، من خلال الجمع بين الدعم القانوني والتقاضي الاستراتيجي، والرصد والتوثيق، وإعداد البحوث والدراسات، وبناء القدرات، والمناصرة، والتفاعل مع الآليات الوطنية والإقليمية والدولية لحماية حقوق الإنسان.

وفي عام 2021، حصلت المؤسسة على الصفة الاستشارية الخاصة لدى المجلس الاقتصادي والاجتماعي للأمم المتحدة (ECOSOC)، بما أتاح لها توسيع مشاركتها في أعمال مجلس حقوق الإنسان، وآلية الاستعراض الدوري الشامل، واللجان التعاهدية، والإجراءات الخاصة التابعة للأمم المتحدة.

وعلى مدار مسيرتها، تطور عمل المؤسسة من تقديم الدعم القانوني والرصد المحلي إلى إنتاج المعرفة الحقوقية، وإعداد التقارير الموازية، والمشاركة في الآليات الدولية والأفريقية، وتطوير أدوات بحثية وقياسية مبتكرة، في مقدمتها المؤشر الأفريقي لحقوق الإنسان (AHRI).

مجالات عملنا

الدعم القانوني والتقاضي الاستراتيجي

تقدم المؤسسة الدعم والمساندة القانونية في القضايا المرتبطة بالحقوق والحريات العامة، وتعمل على تطوير استراتيجيات قانونية تسهم في حماية الضحايا، وتعزيز الوصول إلى العدالة، ودعم سيادة القانون.

ويشمل عملها تقديم الاستشارات القانونية، وإعداد المذكرات، ومتابعة القضايا والمحاكمات، وتوثيق الممارسات والانتهاكات ذات الصلة بحقوق الإنسان.

الرصد والتوثيق

تعمل المؤسسة على رصد وتوثيق أوضاع حقوق الإنسان وفق منهجيات مهنية تقوم على الدقة والتحقق والحياد وحماية المصادر.

وتستخدم نتائج الرصد في إعداد التقارير والدراسات، ودعم التقاضي والمناصرة، والتفاعل مع الآليات الوطنية والإقليمية والدولية.

البحوث وإنتاج المعرفة

تعد المؤسسة الدراسات القانونية والحقوقية، وأوراق السياسات، والتقارير الموضوعية والمقارنة، والنشرات الدورية، والأدلة العملية والمنهجية.

وتصدر المؤسسة عددًا من المنتجات المعرفية، من بينها:

• نشرة حرف حق.
• نشرة أفريقيا حق.
• النشرات والمتابعات الحقوقية المتخصصة.
• الدراسات والأدلة القانونية.
• التقارير المقدمة إلى الآليات الدولية والأفريقية.

العلاقات الدولية والأفريقية

تتولى المؤسسة بناء وتطوير علاقاتها مع منظمات المجتمع المدني، والمؤسسات الدولية والإقليمية، وآليات الأمم المتحدة، وأجهزة الاتحاد الأفريقي.

وتشارك المؤسسة في إعداد التقارير والمداخلات، والتواصل مع اللجان التعاهدية، والإجراءات الخاصة، ومجلس حقوق الإنسان، واللجنة الأفريقية لحقوق الإنسان والشعوب، وغيرها من الآليات المعنية بحماية حقوق الإنسان.

التدريب وبناء القدرات

تنظم المؤسسة برامج تدريبية وورش عمل تستهدف المحامين والباحثين والمدافعين عن حقوق الإنسان والصحفيين ومنظمات المجتمع المدني.

وتركز هذه البرامج على الرصد والتوثيق، والتقاضي الاستراتيجي، والآليات الدولية والأفريقية، وإعداد التقارير، والمناصرة، واستخدام البيانات في العمل الحقوقي.

البرنامج الأفريقي

يمثل التوسع في العمل الأفريقي أحد المحاور الاستراتيجية لمؤسسة الحق، ويهدف إلى دعم إنتاج المعرفة الحقوقية، وتعزيز التعاون مع المؤسسات والخبراء الأفارقة، والمشاركة الفاعلة في آليات الاتحاد الأفريقي.

المؤشر الأفريقي لحقوق الإنسان (AHRI)

المؤشر الأفريقي لحقوق الإنسان هو برنامج بحثي ومعرفي مستقل تطوره مؤسسة الحق لقياس وتقييم أوضاع حقوق الإنسان في الدول الأفريقية.

يعتمد المؤشر على منهجية تجمع بين المؤشرات الكمية والتحليل النوعي، وتقيس العلاقة بين:

• الأطر الدستورية والتشريعية.
• فعالية المؤسسات وآليات التنفيذ.
• النتائج الفعلية الملموسة على مستوى حماية الحقوق والحريات.

ويهدف المؤشر إلى توفير قاعدة معرفية أفريقية مستقلة تدعم الباحثين، ومنظمات المجتمع المدني، وصناع السياسات، والآليات الإقليمية والدولية في تقييم الأداء الحقوقي وتصميم السياسات القائمة على الأدلة.

مؤسسة الحق هي مؤسسة حقوقية مصرية مستقلة ذات حضور وطني وأفريقي ودولي، تجمع بين الخبرة القانونية والعمل الميداني والبحث العلمي وإنتاج المعرفة.

وتسعى المؤسسة إلى الانتقال من نموذج المؤسسة التي تنفذ الأنشطة والبرامج إلى مؤسسة مرجعية تنتج المعرفة، وتطور الأدوات والمنهجيات، وتقيس الأداء، وتبني الشراكات، وتسهم في تطوير السياسات العامة ومنظومة حماية حقوق الإنسان.

About Us

El Hak Foundation for Freedom of Expression and Human Rights

El Hak Foundation for Freedom of Expression and Human Rights (EFHR) is an independent Egyptian human rights organisation. It began its activities in 2008 and completed its legal registration as a civil society organisation in 2012, in accordance with the Egyptian legislation governing civil society work.

EFHR works to protect and promote human rights and the rule of law by combining legal assistance and strategic litigation, monitoring and documentation, research and knowledge production, capacity-building, advocacy, and engagement with national, regional and international human rights mechanisms.

In 2021, the Foundation obtained Special Consultative Status with the United Nations Economic and Social Council (ECOSOC). This status has enabled EFHR to expand its engagement with the United Nations Human Rights Council, the Universal Periodic Review, treaty bodies and UN Special Procedures.

Over the course of its institutional journey, EFHR has developed from an organisation primarily focused on legal support and national monitoring into a human rights institution with regional and international engagement, contributing to alternative reporting, international advocacy and the development of innovative knowledge and measurement tools, including the African Human Rights Index (AHRI).

Our Mission

EFHR works to protect and promote human rights through legal assistance, monitoring and documentation, research and knowledge production, capacity-building, advocacy, strategic litigation and the development of innovative tools for measuring human rights conditions.

The Foundation also promotes cooperation with national mechanisms, the United Nations system and African Union organs and mechanisms, with the aim of strengthening the rule of law, accountability and the protection of rights and freedoms.

Our Areas of Work

Legal Assistance and Strategic Litigation

EFHR provides legal assistance in cases involving public rights and freedoms and develops legal strategies that contribute to protecting victims, improving access to justice and strengthening the rule of law.

Its work includes legal consultation, preparation of legal submissions, monitoring of cases and trials, and documentation of practices and violations relevant to human rights.

Monitoring and Documentation

The Foundation monitors and documents human rights conditions through professional methodologies based on accuracy, verification, impartiality and the protection of sources.

Monitoring findings are used to support reporting, research, litigation, advocacy and engagement with national, regional and international mechanisms.

Research and Knowledge Production

EFHR produces legal and human rights studies, policy papers, thematic and comparative reports, periodical bulletins, and practical and methodological guides.

Its knowledge products include:

• Specialised human rights briefings and updates.
• Legal studies and practical guides.
• Reports and submissions to international and African mechanisms.

International and African Relations

EFHR develops partnerships and working relations with civil society organisations, international and regional institutions, United Nations mechanisms and African Union organs.

The Foundation contributes to reports and submissions and engages with treaty bodies, Special Procedures, the Human Rights Council, the African Commission on Human and Peoples’ Rights and other relevant mechanisms.

Training and Capacity-Building

EFHR organises training programmes and workshops for lawyers, researchers, human rights defenders, journalists and civil society organisations.

These programmes cover monitoring and documentation, strategic litigation, international and African mechanisms, report writing, advocacy and the use of data in human rights work.

Africa Programme

Expanding EFHR’s engagement in Africa is a central strategic priority. The programme seeks to strengthen African human rights knowledge, cooperation with African institutions and experts, and effective engagement with African Union mechanisms.

African Human Rights Index (AHRI)

The African Human Rights Index is an independent research and knowledge programme developed by EFHR to measure and assess human rights conditions across African states.

Its methodology combines quantitative indicators and qualitative analysis and examines the relationship between:

• Constitutional and legislative frameworks.
• Institutional effectiveness and implementation mechanisms.
• Tangible outcomes in the actual protection of rights and freedoms.

AHRI aims to provide an independent African knowledge base to support researchers, civil society organisations, policymakers, and regional and international mechanisms in assessing human rights performance and developing evidence-based policies.

Our Institutional Identity

EFHR is an independent Egyptian human rights institution with national, African and international engagement. It combines legal expertise, field-based work, research, knowledge production and institutional innovation.

The Foundation seeks to move beyond the implementation of individual activities and projects towards becoming a reference institution that produces knowledge, develops methodologies and tools, measures human rights performance, builds strategic partnerships and contributes to public-policy development and the strengthening of human rights protection systems.
