بدأت مؤسسة الحق لحرية الرأي والتعبير كشركة قانون تم تأسيسها في أكتوبر 2007 باسم “مركز الحق للديمقراطية وحقوق الإنسان”. وفي عام 2012 تم إشهار المركز كمؤسسة أهلية طبقاً لقانون العمل الأهلي باسمها الحالي “مؤسسة الحق لحرية الرأي والتعبير وحقوق الإنسان”.المؤسسة هي شريك مؤسس في برنامج سند و الشبكة المصرية للحقوق المدنية.

الدفاع عن حرية الرأي والتعبير وتقديم الدعم القانوني والحقوقي، مع التركيز على بناء شراكات استراتيجية، وإصدار تقارير تعكس الواقع الحقوقي بشفافية لخدمة قضايا المجتمع ودعم مسيرة التنمية الديمقراطية.
المهام والوحدات الداخلية
⚖️ مكتب الخدمات القانونية
يعمل مكتب الخدمات القانونية على تقديم الدعم القانوني المجاني في القضايا المتعلقة بالحقوق والحريات العامة، ويعمل على رصد وتوثيق القضايا والانتهاكات المعنية بحقوق الإنسان وتدعيمها بالسوابق القضائية.
📊 وحدة البحوث
وهي تعمل على إصدار التقارير، والبيانات الدورية، والنشرات الحقوقية (مثل نشرة “حرف حق”) المعنية بحالة حقوق الإنسان في مصر، لتقديم قراءة موضوعية مدعومة بالبيانات والأرقام.
🌍 وحدة العلاقات الدولية
وهي المعنية بالتشبيك والتواصل المستدام مع منظمات المجتمع المدني الإقليمية والدولية، والهيئات ذات الصفة الاستشارية، ومكاتب المقررين الخواص التابعة للأمم المتحدة.
البرامج الاستراتيجية الإقليمية
المؤشر الأفريقي لحقوق الإنسان (AHRI)
أحد أهم البرامج الإقليمية المستقلة التابعة لمؤسسة الحق، ويهدف إلى قياس وتقييم حالة حقوق الإنسان في الدول الأفريقية. يعتمد البرنامج على أدوات قياس كمية، ومنهجيات تقييم مؤسسي، وشبكة رصد من الباحثين الإقليميين المستقلين. تتكامل جهود المؤشر مع إصداراتنا الإقليمية مثل نشرة “أفريقيا حق”.
About Us
El Hak Foundation for Freedom of Expression and Human Rights
The El Hak Foundation for Freedom of Expression began as a law firm founded in October 2007 under the name “El Hak Center for Democracy and Human Rights”. In 2012, the center was officially registered as a non-governmental organization under the civic work law with its current name, “El Hak Foundation for Freedom of Expression and Human Rights” (EFHR).
The Foundation is a founding partner of the Sanad Program and the Egyptian Network for Civil Rights.

Defending freedom of opinion and expression, providing legal and human rights support, and focusing on building strategic partnerships. We issue reports and indicators that reflect the human rights reality with complete transparency and objectivity to serve community issues and support democratic development.
Internal Units & Structure
⚖️ Legal Services Office
Provides free legal support in cases related to public rights and freedoms. It works to systematically monitor and document human rights cases and violations, supported by judicial precedents.
📊 Research Unit
Dedicated to issuing reports, periodic statements, and human rights bulletins (such as the “Harf Hak” bulletin) concerned with the human rights situation in Egypt, providing an objective reading supported by data.
🌍 International Relations Unit
Responsible for networking and sustainable communication with regional and international civil society organizations, bodies with ECOSOC consultative status, and UN Special Rapporteurs’ offices.
Strategic Regional Programs
African Human Rights Index (AHRI)
One of the most prominent independent regional programs affiliated with the Foundation, aimed at measuring and evaluating the state of human rights in African countries. The program relies on quantitative measurement tools, institutional evaluation methodologies, and a monitoring network of independent regional researchers. AHRI’s efforts integrate with our regional publications, such as the “Africa Hak” bulletin.
