The El Hak Foundation for Freedom of Expression and Human Rights (EFHR) invites Zambian civil society organizations, human rights groups, media freedom organizations, and election monitoring bodies to participate in a short survey on the human rights environment ahead of Zambia’s 2026 General Elections.

The survey forms part of EFHR’s work through the African Human Rights Index (AHRI), an African initiative that assesses the gap between states’ constitutional, legal, and institutional human rights commitments and their implementation and actual impact on the ground.

What the Zambia 2026 pre-election survey covers

The questionnaire focuses exclusively on the pre-election period and seeks evidence-based observations concerning:

• candidate nominations and obstacles affecting the nomination process;
• freedom of political campaigning, peaceful assembly, and association;
• electoral violence, intimidation, and political threats;
• freedom of expression and media freedom;
• equality of opportunity among political parties and candidates;
• misuse of state resources and voter inducement;
• the conduct of the Electoral Commission of Zambia (ECZ), the police, and other public institutions; and
• the overall human rights environment ahead of polling day.

The questionnaire is intentionally brief and should take only a few minutes to complete.

Who should participate?

EFHR particularly welcomes responses from Zambian civil society organizations, human rights organizations, election observers, and monitoring groups whose answers are based on direct observation, documented incidents, field monitoring, or verified information.

Organizations are also encouraged to circulate the survey among relevant Zambian networks that have monitored the nomination and campaign periods, including election observer groups and media freedom organizations.

Why participation matters

The information collected will contribute to EFHR’s assessment of Zambia’s pre-election environment and to the broader work of the African Human Rights Index on electoral integrity, political participation, civil and political rights, and the implementation gap between legal guarantees and actual practice across Africa.

Any specific allegations or incidents referred to by respondents will be subject to additional verification before they are included in public analysis or reporting.
