Condemnation of Crimes Against Humanity in Sudan and Call for an International Investigation and Referral to the International Criminal Court

We, the undersigned human rights organizations, express our strongest condemnation and deep outrage at the grave crimes against humanity and serious human rights violations committed by the Rapid Support Forces (RSF) in the past forty-eight hours in several areas of Sudan. These crimes have resulted in the killing of hundreds of civilians, including women and children, and involved acts of mass killing, rape, looting, and widespread destruction of public and private property.

What is happening in Sudan constitutes a flagrant violation of international humanitarian law and the four Geneva Conventions of 1949. These acts amount to war crimes and crimes against humanity that demand accountability and must not go unpunished.

Based on UN Security Council Resolution 1593 (2005) referring the situation in Darfur to the International Criminal Court (ICC), and in light of recent developments revealing clear links between violations in Darfur and other regions of Sudan, we call for the following:

  • Expansion of ICC investigations to include all crimes and violations committed against civilians throughout Sudan during the ongoing conflict, ensuring that all perpetrators, regardless of rank, are held accountable.
  • Formation of an independent international commission of inquiry under the supervision of the UN Human Rights Council, including both international and regional experts, to document violations, identify those responsible, and submit a report to the Human Rights Council and the UN Security Council.
  • Immediate establishment of humanitarian corridors to d
  • eliver aid to affected areas and ensure the protection of civilians and humanitarian workers.
  • A call upon the African Union, IGAD, the Arab League, and the international community to assume their responsibilities in protecting the Sudanese people and supporting the path toward international justice.

We affirm that the silence of the international community regarding these crimes constitutes indirect complicity and encourages the continuation of violations. The protection of civilians is not an internal affair, but a moral and humanitarian duty incumbent upon the international community as a whole.

We call on African, Arab, and international organizations of all backgrounds to join and sign this statement as a unified stance against violence and impunity in Sudan.
